このサイトの Download a copy から oui.txt をダウンロード
してきたのですが、hsp で読込むと全体が 1行としてしか認識
されません。

repeat notemax
mes "notemax = " + notemax
noteget addr_buff, cnt
t_addr(cnt) = addr_buff
max_addr = cnt
loop
stop

他のテキストファイルでは、起きなかった現象なのですが、
上手く読込む方法はあるのでしょうか。?

改行コードがLFになっているので、CRLFに変換してあげればOKかと。

文字列中の改行コードを判別、変換、削除

簡単に済ませたければこれでも良いかも？

notesel buf:noteload"oui.txt"

sdim u:wpoke u,0,$000A ;改行コード「LF」（unicodeで言う000A）を変数uに代入
strrep buf,u,"\n" ;「LF」を「CRLF」に置換
mes buf
